Sobre a unidade
This unit is a relatively new unit, presenting itself to FCT for the first time. It is located in an institution that does not have training for Ph.D. students but they have recruited people (often with international publications) from other places. Although we did not agree with all their goals (and told them why), what was striking was the care and depth of their conception of work for the future (and recent past). Evidently, this unit does have a coherently articulated policy for research, which will help to define its future.
The policy is sequential in terms of priorities, and so far has been applied primarily to group 239, although the other groups have contributed. All the work done so far has consisted in translating, adapting and validating instruments. This is unfortunately a frequent feature of work in Portugal, but the unit recognised that they must go beyond instrument development to tackle original theoretical problems, since their area of interest has already been extensively investigated.
As said before, this unit is recent and functions sequentially. Therefore, our contacts with the other two groups were much more limited. The CVs of the persons involved and the projects they have for the future indicate they are of variable quality, but this may change with time.

The responsible of this group is also responsible for the unit. If, in terms of outputs, the group would deserve a low rating, we still would like to encourage it because the members have spent a lot of time to achieve results. We discussed their policy with them. We cannot guarantee that outcomes will show up but we have some hope.

Although we wanted to encourage the whole unit, we were confronted with difficulties for this particular group. They want to study everything even if it does not have the slightest link with past research in the group. When the comment is made about the disorder in the research, the observation is received as being a misunderstanding. We are pessimistic about this group.
