Sobre a unidade
CEC consists of four research groups, three of them – Earthquake Engineering, Geotechnics and Building Physics directly addressing elements of civil engineering, and the fourth, mathematics, exploring the use of mathematical techniques within civil engineering as a whole.
The unit supplied a large amount of supporting written material to the panel. It is clear that there is a sense of the need for strong strategic direction and an intention to provide leadership in that respect. For example, the visiting panel was told that there was an intention to set up an international advisory panel from January 2008; however, as reflected in the material provided and the discussions held, the evidence suggests that stronger strategic planning for the unit would be helpful. It is clear, however, from the documentation, that the unit recognises the need for it to increase the level of its performance in some areas if it is to have a truly international profile, for example in respect of international publication, patents and research and other partnerships.
At the research group level, there was evidence of individuals acting as leaders and as role models to younger colleagues.
Publication in international research journals is adequate, but would benefit from more emphasis on hitting high impact factor outlets. Patents have been achieved during the assessment period, which is relatively unusual and noteworthy.
A number of individuals were participating actively in international research collaborations.
Contacts and engagement with the industry is quite strong in some areas, with a degree of high level consultancy evidenced.
The quality of facilities is generally good.
The role of the Mathematics group was difficult to understand. It appeared to be driven by individual research interests rather than any obvious overall strategy.
Across all groups, the level of PhD completions was relatively low. There was some suggestion that these numbers are now increasing.

Comentários da unidade

The Panel Report is useless, since contains nothing more than our comments on ourselves. It is quite a copy of our own report submitted to the Panel. Need for stronger strategic direction and leadership were explain to the panel to be our main goal in order to further improve our rates of sucess, although the Panel states clearly that, at the research group level, there was evidence of individuals acting as leaders and as role models to younger colleagues. Furthermore, the Panel states that publication in international research journals is adequate, albeit would benefit from more emphasis on hitting high impact factor outlets. Patents have been achieved during the assessment period, which is relatively unusual and noteworthy. And the Panel Report goes on saying that a number of individuals were participating actively in international research collaborations, just as contacts and engagement with the industry is quite strong in some areas, with a degree of high level consultancy evidenced. Finally, the quality of facilities was recognized to be generally good. Negative comments by the Panel were made on the minute Mathematics group, wich is quite irrelevant for the core activity of CEC. True, the level of PhD completions was relatively low but hte Panel recognized that these numbers are now increasing.
It is also disgraceful that no comments where submitted for the Unit Research Groups.
Therefore, the GOOD Global Result of this Unit does not match the contents of the Report and it is not accepted as fair and just in view of the standards and rates that were achieved in the period under evaluation.
