Sobre a unidade
This research unit, inserted into an engineering school and consisting of 28 PhD researchers (some of them from other universities), has an impressive scientific output in terms of publications, industrial contracts and scientific training. The production of refereed research seems to be concentrated on a small group of scholars (about 8), with a good practice of co-authoring. But all the members of the group do have a production of research. The group has produced more than 40 papers in refereed journals, several of them ranked A, including for four or five of them the European Journal of Operational Research. Most of these papers are oriented methodologically towards problems related to optimisation, with an emphasis on operations research and production management, which is not surprising in a research unit affiliated with an engineering school.

This good performance in terms of publications is somewhat mitigated by its concentration on a narrow range of OR journals, like precisely the EJOR. This is due to the fact that the core competency of the group relies on multi-objective analysis, and the range of management journals really interested in publishing such works may have shrunk over time since the pioneering works of Bernard Roy for instance. However, a tendency to broaden this focus to different problems and methods is quite noticeable in the recent works of the group. Besides, several papers are also published in good field journals pertaining to human resources, like Labour Economics or Health Economics.

The above mixture of methodological issues and applied problems produces a positive “group spirit”, even if the strategy of the unit as concerns its thematic positioning is not clearly identified, the use of quantitative methods being probably the cement of the group. Thus, the program of future research takes the form of a long list of items covering all the fields of the group, which somewhat dissipates the vision of the subjects and problems the group wishes to tackle in the future. A greater focus will be a challenging asset of the center, especially in Economics and Finance. The fact that the researchers are located in five different areas may induce a loss of scientific interaction.

This scientific output in terms of publications is advantageously completed by the existence of several industrial contracts, a significant network of international cooperation and an important activity of student supervision.

The unit has a strong hierarchical structure, probably in tune with the administrative organization of IST. In the long run, this could be an obstacle to stimulating creativity and informal exchanges. There is an internal system of incentives through which researchers who publish are awarded financial advantages. Without being at the very top in the country, this unit constitutes a serious research group, still able to produce a high quality research output.

Comentários da unidade

A actividade do CEG-IST está centrada na área científica de Management Science, investigando e desenvolvendo conceitos e metodologias nomeadamente nas subáreas da Decisão e da Gestão de Operações. Também com importância fundamental, a investigação nalgumas subáreas da economia complementa o conhecimento necessário à compreensão dos sistemas globais. Toda a actividade é informada pelos princípios da engenharia e seus métodos quantitativos e ainda influenciada pela problemática da tecnologia, aspectos científicos e de aplicação onde o Centro e a sua Escola estão naturalmente inseridos.
A avaliação da nossa actividade pelo prisma da Economia e Gestão levanta a questão do ajustamento entre o perfil típico dessa área e o do nosso Centro, questão que pode ser resolvida de formas diferentes e, assim, com desfechos distintos. O facto da equipa de avaliação estar especialmente inclinada para a área da economia é também relevante.
Assim, não tendo ficado claro que a nossa actividade seja de menor qualidade que a de centros melhor classificados, e a nossa produção, contabilizada a partir dos dados públicos, parecer ser superior a de alguns, persiste a dúvida da justeza da classificação recebida. De facto, os avaliadores entendem que temos “… an impressive scientific output in terms of publications, industrial contracts and scientific training”.
As recomendações apresentadas também não esclarecem as razões objectivas de não atingirmos o patamar máximo, razões que porventura nos ajudariam a estruturar adequadamente a estratégia de desenvolvimento do CEG-IST.
