Reapreciação

Na sequência da publicação em Dezembro de 2008 da classificação que lhe foi atribuída pela FCT sob recomendação do painel de avaliação, esta unidade apresentou reclamação e solicitou à FCT uma nova avaliação. Embora não estivessem reunidas as condições necessárias, expressas no ponto 4 do art. 9º do Regulamento do Financiamento Plurianual, a FCT decidiu promover nova avaliação por um painel distinto, uma vez que das 15 unidades da área científica de Ciências e Políticas da Educação para além desta unidade outras 11 apresentaram igualmente reclamação e solicitaram nova avaliação. A classificação acima, que já foi superiormente homologada, é a que resultou desta nova avaliação, em que das 12 unidades envolvidas 2 viram a sua classificação subir de Muito Bom para Excelente, 1 viu a sua classificação subir de Bom para Muito Bom, e 2 viram a sua classificação subir de Regular para Bom.

Comentários do Painel de reapreciação

We generally agreed with the comments of the Evaluation Panel and confirm a ‘good’. However, we did not understand the suggestion from the Panel that such an evaluation should be ‘conditional’; this was an evaluation of past not future performance. We also did not understand their positive comments on 2566 in that the group only listed two journal articles overall. We would confirm that research training is, compared to other Units, not strong. We would also support the Evaluation Panel’s suggestion of the need for quantitative training for all doctoral students. Nevertheless, despite these reservations, we are confident that the overall grading of ‘good’ is appropriate.

Sobre a unidade
This Unit consists of four research groups one of which will not continue in the period 2008/2010 (group 2861-2844). The groups vary in PhD researchers from 7 (research group 2861-2566) to 17 (research group 2861-2564).
The main weakness of the unit is the publications record in peer-reviewed international research journals. This was particularly noticeable in research groups 2861-2565, 2861-2564 and 2861-2844 (which will discontinue its function) and that performed very poorly. Interestingly, the small research group ie. group 2861-2566 has a much better record of publications.
A similar pattern is discerned for the other important criterion of training of new researchers.
Finally, with regard to the criteria of relevance and feasibility of their research projects, all groups perform relatively better.
Summarizing, the Unit consists of groups with weak publication records in peer-reviewed international research journals (with the exception of group 2861-2566) and a poor record of training of new researchers.
This Unit is also a borderline case. The rate ‘Good’ is given conditionally; it depends upon an improvement in the performance of two of their research groups (i.e. groups 2861-2565, 2861-2564) concerning their publications in peer-reviewed international research journals. Similarly group 2861-2564 should improve the training of new researchers.
The panel recommends that:
1. Publications in peer-reviewed international research journals (not only in Portuguese language) should become high priority for all the RG’s.
2. All RG’s should put more emphasis on improving their international visibility by being involved in various international networking activities.
3. New routines for the support of research students should be established within the Unit so as to improve the rate of degree completion.
4. Research students should receive special training in quantitative methods, since this kind of approaches seems underused within all the RG’s.
Sobre os grupos de investigação
Education and science [RG-EDU-LVT-Almada-2861-2564]
The performance of this group is unequal. The group seems to have the capacity to operationalise successfully their plans into interesting projects which produce highly relevant results. However they do not have any training results while their output, especially in international journals, is rather weak. The panel strongly suggest to the group to exploit in an effective way their strength and improve their productivity as well as to develop training strategies.
Education and technologies [RG-EDU-LVT-Almada-2861-2566]
The work of this small research group appears to have established a considerable international reputation- albeit in a limited field.
Education, training, and development [RG-EDU-LVT-Almada-2861-2565]
The international links and networking of the team seem to have led to very few publications international journals. They do not, however, appear to be closely in touch with wider European developments. Also I am curious what has happened to the research of Maria de Lourdes Oliveira, Maria Isabel Pires and Mariana Alves, since their publication on work process knowledge in 2003. This seems an obvious area for international collaboration with the UK and countries following the German tradition of vocational education.
