Sobre a unidade
This unit combines two different lines of research – tourism and social work -, unfortunately without any apparent overall theoretical frame of reference or common methodology, which makes this unit less feasible as a research undertaking. The evaluation obtained from the written report is largely confirmed by the site visit. The activities of the unit (past, present and future) were described in vague terms. It was therefore difficult to be confident that the rather ambitious plans they proposed possessed concrete foundation and the output declared as the minimum to be expected over the next three years (3 books per year and an annual doubling of the number of papers) seemed unrealistically high. Much emphasis is being put on the development of activities which though relevant for the concerned sectors but with little or no focus on the more scientific issues involved.
Thus in the tourism group (4071-2318), the main concern is on producing marketable products, and much less, for instance, with the study of intended and unintended effects of tourism (such as environmental consequences or impact on the familial organisations) – this means that the relation with social sciences research questions is mostly as yet little developed. With the EXPERT project, involving a survey of people employed in the tourist industry, not nearly enough attention was given to the research questions that might be answered by analysing data. And the project on «cultural itineraries» seemed to focus mainly on product development and marketing for tourist industry. While worthwhile practically, it was thus not clear what benefits would accrue from having academics involved in this enterprise.
In the «social work» group (4071-2333), the focus is on «solitude», which is indeed a currently important social problem. Though the theme constitutes an innovative topic much of the work done appeared to be purely descriptive, limited «to gathering information»). Moreover so many huge social problems (ageing, family separation, addiction, urbanisation, poverty, employment, technological changes,…) were mentioned that it was difficult to see how the research could remain focused on the key issue of solitude. This project would benefit from theoretical insights in sociology (networks analysis, social capital,…) as well as methodological ways and means (longitudinal studies, cohort analysis,…).

Comentários da unidade

O CIIIC acolhe as observações feitas pela Comissão de Avaliação como um valioso contributo e estímulo para a continuação do seu trabalho. Adianta também as seguintes reflexões:
- A avaliação centrou-se mais no trabalho produzido do que na viabilidade dos projectos apresentados, o que não nos parece ser o mais adequado a uma proposta de apoio para o lançamento em curso de um centro de investigação que, como tal, tem necessariamente uma produção ainda em fase de construção.
- Os propósitos de interdisciplinaridade entre as várias linhas, embora constituindo uma oportunidade que o centro explora, inclusive pela sua vocação, não se esgotam nas conexões entre essas linhas, de natureza diferente, que o constituem. Entretanto, as conexões interdisciplinares aí de facto existentes, parece-nos não terem sido devidamente valorizadas, em aparente contradição, aliás, com os próprios pressupostos explicitados pela Comissão.
- Estando o CIIIC radicado numa instituição de ensino superior politécnico, parece que a Comissão não estaria devidamente elucidada quanto à especificidade prática, de acordo com a Lei, desta via de ensino e de investigação, circunstância que explicará provavelmente as críticas quanto à preocupação prioritária de se alcançar produtos social e economicamente viáveis, designadamente para as populações de regiões mais carenciadas. Tudo isto, evidentemente, no quadro de preocupações com o desenvolvimento sustentado dos projectos apresentados e a sua fundamentação teórica que terá de ser feita, conforme adiantámos nós próprios adiantámos. Mas esse é, precisamente, o trabalho a fazer e que justificou a candidatura…
- O CIIIC regista o acolhimento favorável da Comissão quanto à pertinência dos temas escolhidos, designadamente o da “solidão”.
- Sem prejuízo do que fica dito, todos os contributos críticos da Comissão serão incorporados no trabalho futuro do Centro e assim consequentemente valorizados.
