Sobre a unidade
CLISSIS has a strong background in social work but does not possess a research tradition. In a transitional phase the unit obviously seeks to enter into a new stage in the development of education for social work by conducting researches but still does not know exactly how to go about realizing its goal. Most of their current research consists of PhD theses. The quality and the interest of these ones are certainly of good level and the students benefit from regular supervision but they are scarcely integrated into a clear, shared research plan. Even if the members of CLISSIS have presented plans for collective research projects, these are not sufficiently elaborated in terms of theoretical construction or from a methodological angle. An ideological perspective seems to dominate, as revealed in some non critical statements (relating for instance to social cohesion and justice). While vital, such issues cannot themselves produce indicators for conducting scientific research. Relative to its field of interest, the unit has some contacts and networks in different countries, in particular in Belgium and in the Netherlands but only with para-university institutions.
The three groups that compose this unit were differently evaluated. The group «Public policy, welfare and social organizations» (4012-71) has research projects outside the MA and PhD theses but topics of research have to be better defined and elaborated.
The group «Development, evaluation, methodologies and strategies of social intervention» (4012-73) presented plans for «meta-studies» on social intervention and «best practices» but here also an effort has to be done to better define the objects of research and to determine the criteria that will be used. The aim of this group is to offer a forum to reflect on practice, which would be valuable and useful in a sector where daily practice and action dictates the activities.
The third group «Knowledge society, mutations of social and social service» (4012-2863) purposes «to think the social service in relation with the emerging paradigms and to re-define its object and its signification» but the theoretical references it proposes are outdated (f.i. Berger and Luckmann for «constructivism» when an important literature has recently been produced on this topic).
To conclude, the members of the Panel consider that the potential exists for the elaboration of a scientific perspective but this has to be more convincingly elaborated and cogently constructed. An alliance with a unit already having experience and expertise in this matter could help them to distance themselves critically from the constraints of the practice as well as from the normative view this angle automatically induces.

The panel considers that the third group «Knowledge society, mutations of social and social service» (4012-2863) deserves only a poor. It purposes «to think the social service in relation with the emerging paradigms and to re-define its object and its signification» but the theoretical references it proposes are outdated (e.g. Berger and Luckmann for «constructivism» when an important literature has recently been produced on this topic).
