Sobre a unidade
CES-Nova resulted from the association, in 2007, of SOCINOVA, CEOS, Instituto de Sociologia Histórica, Faces de Eva and Forum Sociologico (a journal). The reasons and objectives of this fusion were clearly expressed by the coordinator of the unit: for once, the scale effects were defined with precision and it was clear that the regrouping was not simply the result of a request of the FCT but first of all echoed a strategic project, taking into account practical dimensions (such as the stability of workforce, a better allocation of resources, internal mobility,…) but also founded on scientific reason: the recent challenges that constitute for the social sciences the transformations appeared in Portuguese society, e.g. the emergence of new problems (linked with the European integration, increasing mobility, evolution of the Welfare State,…), the maintenance of former issues but in a changing context (inequality, ageing,…) and the development of fresh conceptual framework (networks approach, contingency,…). The panel was impressed by the clear introduction to the mission and strategy of CES-Nova made by the coordinator.
The scientific purpose of CES-Nova was also clearly presented: it is focussed on social processes, with a problem - centred approach and process-oriented methodologies, which takes into account a comparative perspective and in a way that makes for interaction between empirical research and theoretical frameworks. The strategic options, in terms of objectives and resources, were well defined, as were the priority scientific domains (public policies, Portuguese modernity, globalization and educational systems, social patterns, the management of risk and uncertainty, social inequality and new patterns of mobility) – all being presented in keeping with a clear vision of how to combine concrete diversity with common research hypotheses.
One can also underline a good level of internationalisation, the quantity and quality of publications (notably in IJ) even if efforts still have to be afforded in these respects. Of not too, networking, the commitment of supervising staff (regular contacts and seminars) and the enthusiasm of PHD students. All of which makes for the impressive potential of this unit.
The challenge will be to integrate the different groups according to this vision but the quality of the participating centres and the dynamism of their unified direction augur well. Nevertheless, it should be pointed out that the four constitutive groups find themselves at different levels of scientific quality, even if all of them can be considered good. Even if we have evaluated only 1 group as «very good» and the three other ones as «good», we consider that the unit as a whole deserves a «very good» not only because the promising merger is recent but mainly because all of them support the common project and engage in exchanges making for the consolidation of the unit’s scientific intentionality. The high quality of the training of the PHD students should
also be underlined together with their implication in the projects and various activities of the unit (publications, conferences, networks).
The group «Modernidade Portuguesa : Sociologia Histórica comparada» (4067–91) is very good. It proposes a clear programme, with a distinctive scientific output. It produces highly useful material, relevant to the understanding of Portuguese society. It participates in a European network of excellence. It also enjoys a good publication record, with several articles in IJ and with chapters in books published by renowned international editors. It possesses an important training activity.
The group «Politicas públicas e Responsabilidade Social» (4067–88) is good. The main question here is the one of the integration of the different lines of research (risk, inequalities and education) but efforts are being made to reply to this issue by seminars, conferences,… without detriment none the less to the complexity of the social reality. This group shows a significant concern with methodology and organises many encounters on this matter. It has an important international network, mainly in the French speaking scientific world. Its main publications are in Portuguese or in French. It is worth while to mention one aspect of its publication strategy: generally speaking, it publishes empirical papers in Portugal and more theoretical ones in Brazil. The group organises many conferences, some of them international.
The group «Mundos sociais, trajectórias e mobilidades» (4067–89) is good. It stems from the journal «Forum Sociológico». It proposes different research topics (the city, health, work and consumerism,…) and its cohesion stems from theoretical questions (such as «champs» and «trajectoire » of Bourdieu or the «cités» of Boltanski). The group is implicated in international networks. It published in Portuguese and in Spanish. The members are involved in training and the organisation of workshops.
The group «Dinâmicas, identidades e acção social» (4067–90) is good. It is a multidisciplinary group, highly preoccupied by the theoretical work and centred on the analysis of the process of decision-making by social actors. It plays an important role in the International Association of Sociology. The quantity and quality of publishing varies highly among members. The problematic being relatively new, one will have to wait to see what happens with its work: the outcome could be positive but also problematic, much depends on its working hypotheses.
