FCT launches “Doctor AP”: a new Scientific Training Program for Public Administration

The Foundation for Science and Technology (FCT) has announced the launch of the “Doutor AP” Program. This new funding instrument, with an estimated annual budget of €1 million, aims to strengthen the scientific capacity of the Portuguese public administration and strengthen its links with academia.

The main objective of "DoutorAP" is to promote applied scientific research in the context of public administration by granting protected time for research projects. It will enable employees to obtain a doctoral degree while aligning their work plans with the research and development strategies of the entities where they work.

The program is an essential pillar for promoting a more resilient, innovative, and capable public sector to face the current and emerging challenges of all sectors of society. Professionals from various areas of public administration, such as health, education, culture, justice, and central and local administration, among many others, may benefit from this program. Some examples of professionals who may join are doctors, nurses, teachers, psychologists, senior technicians, and many others. This edition provides for the allocation of up to 80 grants for workers employed in the public sector. Grant contracts will have amaximum duration of six years.

The funding granted by FCT will result in the following:

  • Protected Time Allowance, corresponding to a percentage of a national Studentship , proportional to the reduction in working hours. Each doctoral student receiving support must benefit from at least one year of protected time, with a reduction in working hours of no less than 20% during the first three years of support granted by the FCT.
  • Training Grant, which covers registration, enrollment, and tuition fees for doctoral studies, up to a maximum of €2,750.00 per academic year.
