Higher Education, Research and Innovation in Portugal – Perspective 2030

The publication “ Higher Education, Research and Innovation in Portugal – Perspectives for 2030 ” is available on the Government Portal. The document was made public following the sectoral Council of Ministers, in Matosinhos, on February 15, and discloses the national strategy for Portugal to achieve three main goals by 2030:

  1. Achieve an investment level in R&D of 3% of GDP, with a contribution of 1/3 of public expenditure and 2/3 of private expenditure (corresponding to achieving an investment in R&D of 1.8% of GDP in 2020);
  2. Achieve a level of 40% of graduates in Higher Education in the 30-34 age group by 2020 and 50% by 2030. Achieve a level of 60% of young people aged 20 participating in Higher Education by 2030;
  3. Achieve a European leading level of digital skills associated with the use of the Internet, as well as market needs, business development and specialist skills.
