Higher Education, Research and Innovation in Portugal - Perspective 2030

The publication "Higher Education, Research and Innovation in Portugal - Perspectives for 2030" is available on the Government Portal. The document was made public following the sectoral Council of Ministers in Matosinhos on February 15 and sets out the national strategy for Portugal to achieve three main goals by 2030:

  1. Achieve a level of investment in R&D of 3% of GDP, with a contribution of 1/3 public expenditure and 2/3 private expenditure (corresponding to an investment in R&D of 1.8% of GDP in 2020);
  2. Achieve a level of 40% of higher education graduates aged 30-34 by 2020 and 50% by 2030. Achieve a level of 60% of 20-year-olds participating in Higher Education by 2030;
  3. Achieve a European leadership level in digital skills associated with the use of the Internet, as well as market needs, business development and specialized skills.
