Strategy to promote national participation in European Union funding programs 2021-2027 - Research & Innovation, Erasmus, Space and Digital

The working paper on the "Strategy for promoting national participation in European Union funding programs 2021-2027 - Research & Innovation, Erasmus, Space and Digital" contains the terms for the adoption of a national strategy that aims to double, in 2021-2027, the Portuguese presence in European Programs compared to 2014-2020, and attract about two billion euros of European Union funding in the areas of Research and Innovation in that period, as well as triple the number of students in mobility in Higher Education.

This document was prepared through the PERIN network involving the institutional partners Fundação para a Ciência e a Tecnologia, I. P. (FCT), the National Agency for Innovation (ANI), the Portuguese Space Agency (PT Space), the Agency for Clinical Research and Biomedical Innovation (AICIB), the Directorate General of Higher Education (DGES) and the National Agency Erasmus + Education and Training, with the mission to strengthen and double the participation of Portugal in the Multiannual Financial Framework 2021-2027, and promote the use of structural funds as national counterpart in all instruments that provide co-financing.

Taking into account that in the period 2021-2027 we will have the opportunity to count on different European funding programs in the areas of Research & Innovation, Erasmus, Space and Digital that can be complementary to each other, namely "Horizon Europe", "Erasmus+", "European Space Program", "European Digital Program" and the "Connecting Europe 2 - Digital Facility" (CEF2-Digital), it is thus timely to discuss lessons for the future, as today we live a new framework for thinking about the evolution of Portugal in the European context.

The Network PERIN NETWORK network can enhance, through its institutional partners, the national network of offices promoting the participation of Portugal in European funding programs, as well as the network of delegates/NCPs that has now been extended for the next 7 years, the participation of research and business institutions in those European funding programs in a more coherent and complementary way.

It is in this context that is placed, for public discussion, the Working document "Strategy for promoting national participation in European Union funding programs 2021-2027 - Research & Innovation, Erasmus, Space and Digital", inviting all interested parties to submit proposals and/or comments, until December 31, 2020, using the form available on the page.

After that date, the "Strategy for promoting national participation in the European Union funding programs 2021-2027 - Research & Innovation, Erasmus, Space and Digital" will be finalized with the appropriate measures and actions to be evaluated annually.
