Open Access Models, Policies and Costs
A study on Open Access Models, Policies and Costs has been published as part of the implementation of the National Open Science Policy. This work includes a characterization of the evolution of academic communication and current publishing models, an analysis and comparison of open access policies and a forecast of the potential cost at national level to access scientific journal articles. It concludes with a set of recommendations for the different institutions in the system, compliance with which could help reduce costs and improve the conditions of access to scientific information.
This document, developed by the FCT, is part of the National Strategy for Open Science, promoted by the Ministry of Science, Technology and Higher Education, and is intended as a contribution to the wider discussion on the different alternatives for Open Access to scientific publications.
