New Rules for Allocating and Managing Studentships

Today, June 2, FCT published the new Rules for the Award and Management of Studentships within the scope of R&D Projects, Infrastructure Projects, the Multiannual Funding Program for R&D Units and other FCT funding instruments - Version 2021.

The following are the changes to be taken into account with the entry into force of these Standards:

1. The publication of Calls for tenders will now be mandatory on the EURAXESS Portugal platform. ERACareers will enter a transitional period so as not to jeopardize processes already underway and will be deactivated very soon.

2. FCT will no longer carry out prior validation of the Calls notices, so it is not necessary for the entities to notify FCT that the notices have been published in EURAXESS Portugal. The preparation/validation of Calls for Studentships is the sole responsibility of the contracting entity and must follow the EBI, the RBI and these Rules. Verification of the processes leading to the award of Studentships, including the terms and conditions of the respective call notices, will be carried out by the FCT in the context of monitoring implementation and compliance with the applicable regulations.

3. Only the supporting documents for the Studentship processes identified in point 11.1 of the Rules should be sent to the FCT. The respective funding dossier at the contracting entity must include all the elements of the Call, contract and execution of the Studentship.

4. In addition to the administrative verifications of the expenses submitted in payment requests, the Studentships selection/contracting processes may be subject to specific audits by the FCT to verify the respective documentation, and failure to comply with the applicable regulations may result in the ineligibility of the associated expenses.

5. Entities must adopt the new draft Studentship contract made available.

These Rules enter into force on June 7, 2021.
