Participatory Budgeting

From January 9 to April 21, the first phase of the Participatory Budget Portugal (OPP) will take place. This is a democratic, direct, and universal process through which citizens can decide on public investments in different areas of governance, including science.
The total amount for OPP investments is €3 million.
In this first phase, citizens are invited to submit proposals at Participatory Meetings held in different locations across the country. Proposals to the OPP should be concrete ideas applicable to the areas of science, culture, agriculture, education, and adult training in the five NUTS II regions of the mainland. In the Autonomous Regions, proposals in the areas of justice and internal administration will be accepted.
The ideas presented may be regional—impacting at least two municipalities in the same region—or national—impacting more than one region of the country. After undergoing a technical evaluation, citizens will vote on the proposals. The most voted will be implemented by the respective government area.

Participatory Budgeting Portugal does not replace the Participatory Science and Technology Program, which will be launched shortly by the Ministry of Science, Technology, and Higher Education.
