The Impact of Science on Economy and Society in Portugal Award: Investment, scientific employment and valorisation of knowledge aims to encourage the development of scientific articles that contribute to the identification of problems and to the implementation of public policy solutions in Portugal.

Articles must be original, of high scientific quality, and allow drawing conclusions relevant to the various stages of public policy in Portugal (formulation, implementation and/or evaluation). The use of empirical data is a preferential factor. Articles may be written in Portuguese or in English.

The call has two phases, which are mandatory and whose deadlines will appear in the call:
1st phase - submission of proposal or draft article;
2nd phase - article submission
In the first phase, proposals or preliminary version of articles should be sent to estudos@gee.gov.pt. The authors whose works fulfill the conditions required in the call will be informed, within 10 working days, of the selection for the second stage.In the second stage, the authors should send the articles, until the date stated in the announcement of the call, to estudos@gee.gov.pt. Each article should be sent as an attachment to the submission message, in Word format (.doc or .docx), without identifying the authors, and should follow the editing specifications indicated in the attachment. The body of the message should include the name, full mailing address and e-mail of the authors, and identification of the person responsible for correspondence (including mobile phone contact).
Also in the second phase, the pre-selected articles will be subject to an evaluation process by a Scientific Committee, which will consider their scientific quality and their contribution to public policy solutions in Portugal. The final decision on the articles will be communicated to their authors.
The authors must provide all information regarding the article requested by the Scientific Committee, and must justify in detail the reasons for non-delivery in case of legal impediment.

In the second phase, the pre-selected articles will be subject to an evaluation process by a Scientific Committee, which will consider their scientific quality and their contribution to public policy solutions in Portugal. The final decision on the articles will be communicated to their authors.
The authors should provide all information regarding the article that is requested by the Scientific Committee, and should justify in detail the reasons for non-delivery in case of legal impediment.
The Scientific Committee is composed by Anabela Marques dos Santos (JRC), António Bob Santos (FCT), António Braz Costa (CITEVE), Joana Almodovar (GEE), Joana Costa (UA), José Carlos Caldeira (INESC) and Vítor Corado Simões (ISEG).
The attribution of the awards results from the ranking of the works carried out by the members of the Jury, which shall take into account the following criteria that serve as reference:
Originality - the work produces added value in relation to existing literature;
Accuracy - the work is well-founded and does not present flagrant errors or include useless bibliography;
Competence - the work is well written, the argumentation is solid, it identifies limitations and uses appropriate methodology;
Robustness - the results presented in the work are robust and the conclusions are appropriate in relation to the results obtained;
Relevance - the conclusions of the work are relevant in terms of public policies to be applied in Portugal. -
The authors of the 4 top papers selected by the Scientific Committee will receive a prize of €3,000 (per paper), on condition that they participate and present their papers at the Science 2023 event in July 2023. The Scientific Committee may decide not to award any prizes if the articles do not show the minimum quality required. There is no appeal from these decisions.
