The European Union (EU) has focused its efforts on initiatives and programs that promote the development of Research and Innovation (R&I), with one of the main objectives being to strengthen the competitiveness of Europe, businesses, and talent retention, as stated in the European Commission's communication "Compass for Competitiveness."

Examples of these initiatives stem from various strategies, such as the Single Market Strategy; Skills Union; European Strategy for Start-ups and Scale-ups. Future initiatives currently under development include the European Research Area Act; the 28th Company Law Directive and the revision of EU public procurement directives; and the EU regulation on standardization.

Due to the challenges that arise daily in the movement of workers, goods, and services, and access to financing in the area of R&I and other areas, a legislative act dedicated to European Innovation is currently being developed—the future European Innovation Act. This aims to contribute to overcoming the obstacles that exist in the European single market by strengthening competitiveness, establishing and developing innovative companies, and consequently growing the European business and industrial ecosystem, duly coordinated between Member States and the EU.

A public consultation on the proposal for this legislative act is open until October 3, 2025, and is intended to be an opportunity to share comments and suggestions with a view to improving this initiative.
