Announcement of the Results of the Evaluation and Funding Process for R&D Units 2023/2024
The Foundation for Science and Technology (FCT) announces that, following the publication of the provisional results of the evaluation and funding process for R&D Units (UID) 2023/2024 on April 15, 2025, and the conclusion of the Preliminary Hearing period on May 14, 2025, the results are now being released after analysis of the allegations submitted by the UIDs.
Following analysis of the statements received during the Preliminary Hearing, the assessment of some of the criteria for six units was reviewed. As a result of this review, five of these units benefited from increased funding, with the number of units that obtained a favorable classification for funding remaining at 313.
The total budget approved for the Call, considering the changes resulting from this process, is currently €525.7 million in Tax Revenue and €110.3 million in PRR (Recovery and Resilience Plan) funds.
Once the results have been announced, the FCT will begin signing the Program Contracts. Two contracts will be formalized per unit, if applicable:
- A contract relating to financing through tax revenues (basic and programmatic), with an execution period between January 1, 2025, and December 31, 2029.
- Another contract relating to financing through PRR funds, with an implementation period between January 1, 2025, and June 30, 2026;
As part of the effort to simplify procedures, changes were made to the procedures, notably the following:
- There will be only one reference to funding secured by tax revenue, corresponding to the total amount resulting from the sum of base and programmatic funding;
- General charges are set at 25% and will be calculated based on the sum of base and programmatic financing;
- Each institution will have full autonomy to allocate expenditure within the approved budget, without the need to request budgetary changes during implementation;
- Each institution is responsible for complying with the provisions contained in the Regulation, the Program Contracts, the PRR Technical Guidelines, and the financial implementation rules for multi-annual financing of UIDs, applicable as of January 1, 2025.
After signing the Program Contracts, FCT will proceed with the payment of initial advances corresponding to each type of funding:
- An advance payment corresponding to 30% of the total approved amount will be allocated for PRR financing;
- For financing through tax revenues, to be implemented between 2025 and 2029, the initial advance payment will be 7.5% of the total approved amount.
