Announcement of the Results of the 2023/2024 Evaluation and Funding Process for R&D Units

Evaluation of R&D Units 2023-2024

The Foundation for Science and Technology (FCT) informs that, after the publication of the provisional results of the evaluation and funding process for R&D Units (UID) 2023/2024, on April 15, 2025, and the conclusion of the Prior Hearing period on May 14, 2025, the results are now published after analysis of the allegations presented by the UID.

Following the analysis of the opinions received during the Preliminary Hearing, the evaluation of six units was revised in some of the criteria, five of which, as a result of this revision, benefited from an increase in the funding allocated, with the number of units that obtained a favorable classification for funding remaining at 313.

The total budget approved for Call, taking into account the changes resulting from this process, is currently 525.7 million euros in Tax Revenue and 110.3 million euros in PRR (Recovery and Resilience Plan) funds.

Once the results have been announced, the FCT will begin to sign the Program Contracts. Two contracts will be signed per unit, if applicable:

  • A contract for tax revenue financing (basic and programmatic), with an execution period between January 1, 2025 and December 31, 2029.
  • Another contract relating to financing through PRR funds, with an execution period between January 1, 2025 and June 30, 2026;

As part of the effort to simplify procedures, the following changes were made:

  • There will only be a single reference to the funding provided by tax revenue, corresponding to the total value resulting from the sum of basic and programmatic funding;
  • Overheads are set at 25% and will be calculated on the basis of the sum of basic and programmatic funding;
  • Each institution will have complete autonomy to distribute expenditure within the approved budget, without the need to request budget changes during implementation;
  • Each institution is responsible for complying with the provisions of the Regulation, the Program Contracts, the PRR Technical Guidelines and the rules for the financial execution of the IDU's multi-annual funding, applicable as of January 1, 2025.

Once the Program Contracts have been signed, the FCT will pay the initial advances corresponding to each type of funding:

  • For PRR funding, an advance payment of 30% of the total amount approved will be granted;
  • For tax revenue financing, to be carried out between 2025 and 2029, the initial advance will be 7.5% of the total amount approved.
