In December 2024, the Foundation for Science and Technology (FCT) committed to collaboratively funding Open Research Europe ( ORE) – a non-profit open access publishing platform launched in 2021 by the European Commission.

The Declaration of Intent expressing this support was signed by FCT and nine other European entities: Austrian Science Fund (FWF); French National Research Agency (ANR); German Research Foundation (DFG); Norwegian Research Council (RCN); Slovenian Research and Innovation Agency (ARIS); Spanish National Research Council (CSIC); Swedish Research Council for Environment, Agricultural Sciences and Spatial Planning (FORMAS); Swedish Research Council for Health, Working Life and Welfare (FORTE); Swedish Research Council (VR).

The collaboration and funding agreement, to be signed in 2025, will ensure that, from 2026 and for a period of five years, all national authors will be able to publish their articles in immediate open access and without any charges on this platform. This expands eligibility for publication in ORE beyond the initial universe of beneficiaries of EU funding programs.

This commitment opens ORE to a more diverse community of researchers, authors, readers, and users of research results, increasing equity, diversity, and transparency in scientific publishing. The collaboration established will also enable these organizations to participate in the governance of ORE and contribute to efforts to create a pan-European partnership, which aims to innovate in open access publishing and foster high-quality research.

Publication in ORE joins the open access publishing options already available through agreements with international publishers, signed by b-on, FCT's digital service developed by its FCCN Unit.
