THCS - Transforming Health and Care Systems

The European Partnership on transforming health and care systems (THCS) is an action co-funded by the European Commission under the Horizon Europe Programme. THCS is  designed to support coordinated national and regional research and innovation along with capacity building, networking , dissemination and other key activities to support health and care systems transformation. 

THCS core activity is to fund research and innovation projects through joint transnational calls involving a large number of Research and Innovation Funding Organizations on common priorities and topics. The partnership will launch approximately one call per year.

In Portugal, FCT, the Agency for Clinical Research and Biomedical Innovation (AICIB) and Regional Coordination and Development Commission of Centro (CCDRC) are the organizations that participate in THCS.

Overall, participate in THCS, 22 Member States and HE Associated Countries, including 6 regions, together with 3 non-EU Countries, Switzerland, UK and the United States and 1 region, Scotland.

THCS will focus on three main work streams:

  • Filling the knowledge gaps with research actions aiming at providing the necessary evidence to build better health and care systems,
  • Implementation and knowledge transfer aiming at supporting actions focusing on the testing of existing solutions and adaptability in different national and regional contexts, and
  • Boosting health and care systems through dedicated activities (capacity building and trainings, study visits, technical assistance, twinning, networking) involving different health and care stakeholders.

THCS's priority areas are outlined in its Strategic Research and Innovation Agenda (SRIA). The SRIA is a strategic document that identifies the challenges the partnership intends to help solve, as well as the priorities and actions to be undertaken. In 2023, THCS launched its first joint transnational call for proposal under the theme 'Heathcare of the future'.

In 2024, THCS launched the 2nd joint transnational Call to fund projects under the theme "Innovate to Prevent: Personalized prevention in health services and care".
