Portugal INCoDe.2030

 

The National Initiative in Digital Competences e.2030, Portugal INCoDe.2030, aims to stimulate and guarantee the development of digital competences as a tool for preparing a future-oriented society and for the new opportunities arising from the accelerated adoption of Information and Communication Technologies (ICT). 

Launched on April 3, 2017, this initiative seeks to ensure widespread access to digital technologies for the entire population and training for younger people by stimulating and strengthening digital skills. It also aims to professionally train the working population, promote specialization in digital technologies and guarantee the conditions for the production of new knowledge, boosting research in the area of digital technologies, the use of artificial intelligence and programming languages. 

In this context, Portugal INCoDe.2030 is structured around 5 strategic axes: inclusion, education, qualification, specialization and research. Each of these axes is associated with a set of public policy objectives and measures, which are promoted by various institutions and entities.

By 2030, the initiative aims to respond to 3 major challenges, namely:

- ensure digital literacy and inclusion for the exercise of citizenship;

- stimulate specialization in digital technologies and applications for job qualification and a higher value-added economy; 

- produce new knowledge in international cooperation.

Portugal INCoDe.2030 is a joint initiative of the government areas of Administrative Modernization; Science, Technology and Higher Education; Education; Labour; Planning and Infrastructure and the Economy, of the XXI Government of Portugal. It fits into the international context in the area of ICT and aims to improve and strengthen Portugal's position in the European Commission's DESI 2017 Index (Digital Economy & Society Index), increasing the country's competitiveness by promoting digital skills.

Throughout the initiative, the FCT plays the role of coordinator of the different points associated with the 5 strategic axes.
