Portugal INCoDe.2030

 

The National e.2030 Digital Skills Initiative, Portugal INCoDe.2030, aims to stimulate and ensure the development of digital skills as a tool to prepare a society oriented to the future and to the new opportunities arising from the accelerated adoption of Information and Communication Technologies (ICT). 

Launched on April 3, 2017, this initiative seeks to ensure the generalization of access to digital technologies to the entire population and the training of younger generations by stimulating and strengthening digital skills. It also aims to professionally train the active population, promote specialization in digital technologies and ensure the conditions for the production of new knowledge, enhancing research in the area of technologies/digital, the use of artificial intelligence and programming languages. 

In this context, Portugal INCoDe.2030 is structured around 5 strategic axes: inclusion, education, qualification, specialization and research. Each of these axes is associated with a set of goals and public policy measures, which are driven by various institutions and entities.

By 2030, the initiative aims to address 3 major challenges, namely:

- ensure digital literacy and inclusion for the exercise of citizenship;

- to stimulate specialization in digital technologies and applications for the qualification of employment and a higher value-added economy; 

- produce new knowledge in international cooperation.

Portugal INCoDe.2030 is a joint initiative of the governmental areas of Administrative Modernization; Science, Technology and Higher Education; Education; Labor; Planning and Infrastructures and Economy, of the XXI Government of Portugal. It fits into the international context in the area of ICT and aims to improve and strengthen Portugal's position in the DESI 2017 Index (Digital Economy & Society Index) of the European Commission, increasing the country's competitiveness by promoting digital skills.

Throughout the entire initiative, the FCT plays the role of coordinating entity for different points associated with the 5 strategic axes.
