On October 31, the Foundation for Science and Technology (FCT) published the Notice of the Call of the Call for R&D Projects in all Scientific Fields 2025. Applications must be submitted between November 27, 2025 and March 11, 2026 and the Declaration of Commitment must be accepted by the Proposing Institutions by March 25, 2026. Applications must be submitted in English on the myFCT platform.

This Call has an overall budget of 104 million euros in tax revenue, more than 30% higher than the commitment of the two previous PEX and IC&DT Calls . The Call will support two types of projects.

  • Scientific research and technological development projects (IC&DT), with a maximum duration of 36 months and maximum funding per project of 250 thousand euros. The budget for this category is 80 million euros to support a total of 320 projects.
  • Exploratory research projects (PEX), with a maximum duration of 18 months and maximum funding per project of 60 thousand euros. The budget is 24 million euros to support a total of 400 projects.

Non-business entities in the R&I system (research and innovation) can apply.

The Call for R&D Projects in All Scientific Fields is a commitment to Scientific Excellence, with exclusive funding from tax revenue to promote Science and Research, within a framework of stability and predictability. There is a clear separation between resources from tax revenue and the strategic application of European Structural and Investment Funds, which should be complementary and strategically reinforce the State Budget, in future types of support for science, namely in support for scientific infrastructures.

This Call also represents a strategic change in the funding of R&D projects and science in Portugal, by consolidating the adoption of a funding model based on simplified costs, namely through the introduction of lump sums in IC&DT projects. This approach aims to simplify procedures and focus the available resources on scientific results.
