The KDT Joint Undertaking launched three calls for R&I actions as planned in the 2023 Work Programme

The Key Digital Technologies Partnership (KDT) is dedicated to the development of electronic components and systems (ECS) covering a wide range of digital technologies such as edge-computing, embedded systems and Artificial Intelligence, connectivity, process/node technologies, design tools and methodologies, quality/reliability and cybersecurity. As well as ECS applications in the health, mobility, manufacturing, energy, agri-food sectors, among others.

This is one of the Horizon Europe Partnerships implemented in the form of a Joint Undertaking (JU), with Participating States (including Portugal), private members (associations AENEAS, Inside e a EPoSS) and the European Commission. This implementation of the Partnership is under the responsibility of the KDT JU Office.
The 2023 Work Programme covers three calls:
Call 2023-1 – Innovation Actions (IA):

- Topic 1: Global IA – “bottom-up” according with the ECS SRIA 2023 (IA)
- Topic 2: Focus topic on 6G Integrated Radio Front-End for TeraHertz Communications (IA)
- Topic 3: Focus topic on Integration of trustworthy Edge AI technologies in complex heterogeneous components and systems (IA)
- Topic 4: Focus topic on Electronic Control Systems (ECS) for management & control of decentralized energy supply & storage (IA)
Call 2023-2 – Research and Innovation Actions (RIA):

- Topic 1: Global RIA – “bottom-up” according with the ECS SRIA 2023 (RIA)
- Topic 2: Focus topic on Hardware abstraction layer for a European Vehicle Operating System (RIA)
Call 2023-3 – IA and Coordination and Support Actions (CSA):

- Topic 1: Improving the global demand supply forecast of the semiconductor supply chain (IA)
- Topic 2: Pan-European network for Advanced Packaging made in Europe (CSA)
- Topic 3: Coordination of the European software-defined vehicle platform (CSA)

National beneficiaries that take the role of coordination or of partners in international KDT consortia:
a) Non-entrepreneurial e entities of the national R&I system (ENESII, or RTOs);
b) Companies.
All national participations must include at least one Portuguese company. Applications that include only ENESII (RTOs) will not be considered eligible for national funding.

- For “Call 2023-1” and “Call 2023-2”, applications must be submitted in two phases:
- Phase one: submission of Project Outline (PO) no later than 03 May 2023;
- Phase two: submission of Full Project Proposal (FPP) no later than 19 September 2023.
- For “Call 2023-3” applications will be submitted in a single phase: FPP by 3 May 2023.
- The submission of proposals must be done electronically, through the EU proposal submission platform – Funding and tender opportunities portal.
- For Portuguese beneficiaries it is not necessary to submit the “National Part” (formerly “Part C”) of the application.
- Submitted proposals are subject to two levels of eligibility verification: international, according to the Horizon Europe criteria published on the EU proposal submission portal; and national, in accordance with the national eligibility rules indicated in “Annex 4/Portugal” of the 2023 Work Programme.
- National candidates may contact the national delegation, as soon as possible from the moment they are preparing their proposals to integrate or form a consortium, providing information that contains the acronym of the proposal and the designation of the call/topic, as well as the elements contained in the national budget table. Based on this information, the national delegation will be able to provide timely feedback in order to speed up the validation of the national co-funding conditions and thus prevent changes in the consortia after the submission of proposals and when formally verifying the eligibility conditions mentioned in the previous point. This information should be sent to kdt@fct.pt.
- To participate in KDT JU calls, it is not an excluding condition to be a member of one of the associations AENEAS, Inside or EPoSS.
- For “Call 2023-1” and “Call 2023-2”, applications must be submitted in two phases:

The evaluation of applications submitted by international consortia will be carried out by expert panels convened and organized by KDT JU Office for each of the calls/topics. For more information on the application submission and evaluation process, please consult the respective participant guide and direct any enquiries to the KDT JU Office via email: calls@kdt-ju.europa.eu.
For each call, there will be created a ranking-list of proposals resulting from the evaluation of the corresponding panel of experts.
It will be up to the KDT Public Authorities Board to decide which proposals on the ranking-lists will be selected for funding (i.e. placed on the main-lists). Applications to “Focus Topics” will come on top when distributing available budget in this selection process.
The formalisation of the national co-funding decision will be taken subsequently by each funding agency of each Participating State and communicated to KDT JU Office which, in turn, will transmit the results to the coordinators of each consortium.

- FCT funding commitment for these calls: 1.500.000,00 €
- Maximum FCT co-funding for each participant in each project: 299.278,74 €
National co-funding rates through FCT for the “Call 2023-1” and “Call 2023-2” calls vary according to the type of action and the nature of the national entity:

- For Innovation Actions:
- Large entreprises: 30%
- Small and medium entreprises: 25%
- ENESII/RTOs: 65%
- Em Research and Innovation Actions:
- Large entreprises: 25%
- Small and medium entreprises: 30%
- ENESII/RTOs: 65%
- For Innovation Actions:
“Call 2023-3” will only receive co-funding from the European Union.
European Union co-funding rates, through the KDT JU, are indicated in the Work Programme for each call/topic.
The Regulation applicable to determine the eligibility of costs will be the Horizon Europe Regulation, whereby the national beneficiaries will have to report the execution of the projects (including financial execution) to the KDT JU Office, in accordance with the terms of the Model Grant Agreement that will be signed between the beneficiaries and the KDT JU.
