Yes. The leave may have started before February 16, 2023, provided that the minimum number of days required for each type of leave (120 or 72 days) is reached between February 16, 2023 and April 9, 2024.

No. The start dates of parental leave are not taken into account for eligibility purposes. Leave can start before the time window (before February 16, 2023) and extend beyond April 9, 2024 (due to shared leave, extended leave, etc.). Yes, provided that in the time window from February 16, 2023 to April 9, 2024 you reach a minimum of 120 days of parental leave or 72 days of shared parental leave.
