
One of the first thematic initiatives, the Joint Programming Initiative on Healthy and Productive Seas and Oceans (JPI Oceans) was created in 2011 under the European JPI mechanism. It is a platform for strategic coordination and integration (at the political level, not purely scientific) open to all European Union Member States and associated countries that invest in marine and maritime research. This initiative currently includes 21 countries covering all European ocean basins.
Among the activities of JPI Oceans, we highlight the publication of joint Calls in areas of interest to the Member States of this European mechanism and other joint activities such as workshops and knowledge hubs, as well as the sharing of scientific equipment.
Portugal has participated in JPI Oceans since its foundation, through the supervision of two ministries, namely the Ministry of Science, Technology, and Higher Education (MCTES), with responsibilities in the area of science and technology funding (through FCT), and the Ministry of Economy and the Sea (MEM), with responsibilities in the area of oceans (through IPMA).

By institutional agreement, national representation in this initiative is ensured by the MCTES in accordance with the following order:
- First permanent national delegate: Sofia Cordeiro (sofia.cordeiro@fct.pt), FCT
- 2nd permanent national delegate: Fátima Abrantes, Portuguese Institute of the Sea and the Atmosphere (IPMA)
- 1st alternate national delegate: Teresa Courinha (teresa.courinha@fct.pt), FCT
- 2nd alternate national delegate: Miguel Caetano, Portuguese Institute of the Sea and the Atmosphere (IPMA)
FCT involvement:
- Participation in Joint Calls ;
- Involvement of national experts in working groups, workshops, knowledge hubs;
- Annual financial contribution;
- Support for delegates to participate in meetings.
