Initiatives under Article 185 of the Treaty on the Functioning of the European Union (TFEU) are multiannual programs implemented jointly by several European Union (EU) Member States and associated countries. The EU participates by providing a significant financial contribution through the Framework Program.
Article 185 of the TFEU states that "In implementing the multiannual framework program, the Union may, with the agreement of the Member States concerned, provide for participation in research and development programs undertaken by several Member States, including participation in the structures created for the execution of those programs."
The implementation of Article 185 requires participating EU Member States to integrate their research efforts by defining and committing to a joint research program. It is the responsibility of the EU to promote the voluntary integration of scientific and management aspects, as well as financial aspects, with a view to the joint implementation of parts of national research programs based on a joint program and the establishment of a dedicated implementation structure.
