Initiatives under Article 185 of the Treaty on the Functioning of the European Union (TFEU) are multi-annual programs implemented jointly by several European Union (EU) Member States and associated countries. The EU participates by providing a significant financial contribution through the Framework Program.
Article 185 of the TFEU states that "In implementing the multiannual framework program, the Union may provide, in agreement with the Member States concerned, for participation in research and development programs undertaken by several Member States, including participation in the structures created for the execution of those programs."
The implementation of Article 185 implies that the participating EU Member States integrate research efforts by defining a joint research program and committing to it. It is up to the EU to promote the voluntary integration of scientific and management aspects, as well as financial aspects, with a view to the joint implementation of parts of national research programs rooted in a joint program and the establishment of a dedicated implementation structure.
