Under the Cooperation Agreement, FCT and DAAD launch the call for funding international projects for the mobility of researchers.

The scientific and technological cooperation agreement between Portugal and Germany, established in 1990, stipulates that the two countries shall implement a programme aimed at promoting cooperation between professors and researchers, including early-career researchers, in higher education institutions and related research institutions in Portugal and Germany.
One of the stated objectives is to foster researcher exchange actions by supporting their mobility within the framework of international projects.
Projects shall have a maximum duration of 24 months and shall be renewable annually under the terms of Articles 13 and 14 of the regulations. The annual FCT funding per project is €2,500.

Eligible beneficiaries of the funding are non-business entities of the Portuguese National System of Science and Technology (higher education institutions, their institutes and R&D units; State or international laboratories based in Portugal; private non-profit institutions whose main activity is R&D; and other public and private non-profit institutions that carry out or participate in scientific research activities), as well as companies of any nature and under any legal form.

Applications must be jointly prepared by the Principal Investigators from both countries and submitted to the agencies implementing the Agreement. Accordingly, the Portuguese team must submit its application to FCT, while the foreign team must submit its application to the corresponding organisation in its own country.
The application to be submitted to FCT must be filed through the application submission portal by 17:00 (Lisbon time) on 11 September 2026.
The Declaration of Commitment of the Host Institution will be made available on the myFCT platform for validation by the legal representative of the Host Institution, or a duly delegated representative, after the application submission deadline and until 17:00 (Lisbon time) on 25 September 2026.
To apply, the Portuguese coordinator must register on Ciência ID (see useful links). After completing the registration, the coordinator must create a CV in Ciência Vitae (see useful links) to be included in the application. The scientific evaluation of applications submitted to FCT will be carried out by an evaluator predominantly affiliated with national institutions, based on the following evaluation criteria:
A. Scientific merit and quality of the proposal
B. Quality of the research teams involved in the proposal
C. Relevance of the participation of early-career researchers on the Portuguese side
D. Adequacy of the mobility activities to the proposed programme
