Open Access to Scientific Publications
The advantages of making publications available in Open Access are widely recognized. Its benefits have a direct impact on research, facilitating interdisciplinarity and increasing the visibility of the knowledge produced, but they also have a social and economic impact, bringing research to professionals in other areas, companies, and interested audiences. For this reason, this movement has the committed support of researchers, universities and R&D institutions, international organizations, and public research funding agencies.
Portugal is recognized in Europe for its innovative Open Access policy, with the Portuguese Open Access Scientific Repositories (RCAAP) playing an essential role in increasing the visibility of the knowledge produced by Portuguese universities, as well as in the rapid expansion of institutional Open Access repositories at the national level.
In 2014, the Open Access Policy for Scientific Publications resulting from R&D Projects Funded by FCT came into force. The experience gained from its application, the significant developments in the treatment of Open Access by institutions of which Portugal is a member, and the growing awareness of the benefits of Open Access publishing led to the adoption of a new policy.
