“MLE on R&I Foresight” (2022–2023)
The Mutual Learning Exercise (MLE) on R&I Foresight was a mutual learning exercise promoted by the European Commission that continued the debate promoted between 2020 and 2021 by the Trio of Presidencies of the Council of the European Union (Germany, Portugal, and Slovenia). These exercises aimed to map and relaunch foresight activities in Member States, given the centrality of this topic in times of great uncertainty and crisis.
The topics chosen for this MLE exercise gave rise to different workshops on: Institutionalization of capabilities and creation of prospective communities in the different components of the R&I system; Approaches and methods for citizen engagement; Prospective analysis, twin transitions, and potential disruptions; Prospective analysis and Smart Specialization Strategies for involvement in European Union R&I programs, Missions, and Partnerships.
The FCT actively participated in this MLE, hosting (with the support of ISEG) the first event of the exercise held outside Brussels (on December 5 and 6, 2022), where the topic of institutionalizing capacities and creating prospective communities in the different components of R&I systems was addressed.
