FCT and AMA launch the DigitalTwins4SmartTerritories (DT4ST) Call: Gémeos Digitais para Territórios Inteligentes, for the development of digital twins, with the potential to be reused at a later stage and to support the development of public policies and decision-making, becoming a fundamental pillar of the operational strategy and planning of public entities.

The Foundation for Science and Technology, I.P. (FCT), under the Protocol between FCT and the Agency for Administrative Modernization, I.P. (AMA), launches the DigitalTwins4SmartTerritories (DT4ST) Call: Gémeos Digitais para Territórios Inteligentes. This initiative aims to select consortia led by entities from the National Scientific and Technological System (STCN) for the development of digital twins, with the potential to be reused at a later stage and to support the development of public policies and decision-making, becoming a fundamental pillar of the operational strategy and planning of public entities.

Applications to this call can be submitted in consortium by the following entities:
a) Non-business entities of the research and innovation (R&I) system, namely:
I.Higher education institutions, their institutes and R&D units;
II. State, international or associated Laboratories with head office in Portugal;
III. on-profit private institutions whose main objective is R&D activities, including Collaborative Laboratories (CoLab) and Centres for Technology and Innovation (CTI);
IV. Other non-profit private and public institutions developing or participating in scientific research activities.
b) Companies of any type and under any legal form if included in SR&TD projects led by non-entrepreneurial entities from the R&I system.

Applications must be submitted in English, from 26 of February of 2025, until 5:00 PM (Lisbon time) on 26 of March of 2025, through the electronic form available on the “myFCT” platform of FCT, I.P. (https://myfct.fct.pt/).
The Principal Investigator (PI), as well as the other members of the research team, are responsible for submitting an updated version of their CV on the CIÊNCIAVITAE platform.
The Commitment Declaration of the Proposing Institution will be available on the myFCT platform for agreement by the institution’s highest responsible authority, or by someone delegated by them, after the application submission deadline. It can be submitted up to 10 working days after the application deadline, that is, until 5:00 PM (Lisbon time) on 09 of April of 2025.

The evaluation of applications is carried out by an evaluation panel composed of technical and scientific experts affiliated with national or foreign institutions, independent, and of recognized merit and integrity, to be appointed by FCT, I.P., with the agreement of AMA, adjusted to the volume and technicality of the applications.
The methodology for selecting and ranking projects is based on the Project Merit (PM) indicator, which is based on the following criteria:
A. Scientific merit and innovative nature of the project, as well as its suitability to the national context, considering the priority thematic areas of this call.
B. Scientific merit of the PI and the research team.
C. Feasibility of the workplan, considering the collaboration of entities that represent the end user's needs for the digital twin and the potential reach of the digital twin, as well as the budget adequacy.
The merit of the project is obtained through:
MP = 0,40 A + 0,35 B + 0,25 C

The funding for the projects will be contracted with AMA within the scope of the TD - C19-i08 “Smart Territories” investment of the Recovery and Resilience Plan (PRR), with a maximum total budget allocation of €8,668,000.
The maximum funding per project is €1,500,000 (one million and five hundred thousand euros).
The payment modality, to be made by AMA, is as follows:
- 35% upon delivery of deliverable:
- Report on what is intended to be achieved with the digital twin and its respective use case(s).
- 35% upon delivery of deliverables:
- Analytical models developed for the creation of the digital twin and the corresponding documentation;
- Source code of the developed digital twin for reuse, including the corresponding documentation.
- 30% upon delivery of deliverables:
- Demonstration of the digital twin
- Final execution report, which should contain a description of the development of each use case and guidelines for its reuse in different contexts.
- Report with recommendations for future developments.
- 35% upon delivery of deliverable:

The projects are funded by the PRR, under the execution of the sub-investment with the code C19-i08, designated as “Smart Territories - AMA” of the Recovery and Resilience Plan (PRR), within the component C19 - Public Administration - Digitalization, Interoperability, and Cybersecurity, of the PRR.
In procedural terms, in all matters not specifically provided for in this open call notice, the rules set out in the Administrative Procedure Code, approved as an annex to Decree-Law No. 4/2015, of January 7, as currently amended, shall apply.
The formation and execution of the service contract, including any situations of non-compliance, are subject to the regime provided for in the Public Procurement Code, approved as an annex to Decree-Law No. 18/2008, of January 29, as currently amended, and other relevant legislation, particularly within the framework of the PRR. -
