The instruments governing the allocation of funding by the FCT may include ways of rewarding compliance with the Policy, namely by granting preferential conditions in the allocation of funding to those who comply with it.

The FCT aims to create conditions that encourage full compliance with the Policy by those subject to it and their voluntary and committed adherence to such compliance. For this reason, the FCT favors financing instruments that reward compliance with the Policy, notably by granting preferential conditions in the allocation of funding to those who comply with it.

In order to aid understanding of the Open Access Policy, FCT has developed a support website. This website can be consulted by authors to guide them through the open access publishing process.

The author of a book that incorporates content subject to third-party copyright must take steps to obtain authorization from those third parties so that the content in question can be made available in open access with the book.
If this is not possible, the author must remove this content from the book and make it available in open access. This requirement is waived only if publication without this content would seriously compromise the meaning of the book and the correct perception of its content.
The use of third-party content under exceptions and limitations to copyright is lawful, does not require the above-mentioned steps, and does not exempt the application of the Policy and the availability of the book in open access.
